You should consider working just with facial structure for a while, body aside, since that's the area you need to work on most.

Because you're going for a cartoony look, you don't need to strive for realism, but you should work on getting a more defined, less bizarre structure down.

Improving the eyes would help things immediately; consider shaping the structure of the eyelashes (both upper and lower) more carefully, since just having two big lines doesn't work well. Study how the actual eye really looks, then see how you can employ that into your cartoon style.

The actual proportions of the face, as in, how much space the eyes/nose/etc. take up relative to each other, needs to be worked on as well.

Due to the stylistic differences, your best bet would be to study artists working in a similar style to what you want to achieve.

1) they are just 'rough' sketechs (actually it has improved some sine then, heh)
2) I like my art style =(. And I'm not the pickiest on prefection either. As far as realism/proportions go anyway.
